Use unique IDs for all existing doc pages
- what_is didn't have an id, started with 1000 (it's easier to find this file now)
- operator-manual doc id was clashing with ci use-case

# What is Dagger?
Dagger is a portable devkit for CICD. It helps you develop powerful CICD pipelines that can run anywhere.
